Overview

The Project Streamlining initiative aligns with Commitment No. 4 of the Ten Commitments of the Logistics Services Philippines (LSPH), which supports the Ease of Doing Business Act (RA 11032). The project promotes compliance among both government and private sector actors in standardizing and improving the issuance of permits and licenses. As part of the initial phase, the Department of Trade and Industry – Digital Philippines conducted desk research to inventory regulatory documents—permits, licenses, and certificates—required to start, operate, and close a business across six key logistics subsectors: warehousing, cold storage, customs brokerage, domestic shipping, trucking, and freight forwarding. This phase also analyzed associated processes, costs, requirements, and time consumed to identify bottlenecks. Insights from this mapping provide the groundwork for regulatory reform and digital transformation.

Programs

1. Project Streamlining (General Overview)
This project establishes a reform framework rooted in the LSPH’s Ten Commitments, with a specific focus on Commitment No. 4: easing the burden of regulatory compliance in logistics. It aims to improve transparency, processing times, and coordination across agencies. The project involves private sector monitoring of government compliance and vice versa.

2. DTI Streamlining Phase 2: Import/Export Licensing Review
The second phase targets the simplification of import and export licensing requirements to further improve supply chain efficiency. It prioritizes stakeholder engagement across the logistics and trade ecosystem, including importers, exporters, retailers, and manufacturers. The goal is to remove redundancies and reduce friction in cross-border logistics operations.
