SCLC serves as the government’s hub for tackling logistics challenges and enabling efficient supply chains. It supports MSMEs with accessible, affordable logistics services through partnerships with providers and stakeholders. The center offers assistance, insights, capacity-building, and coordinates regulatory facilitation, business matching, and innovation—strengthening logistics access and driving inclusive economic growth.

SCLG delivers targeted solutions by location, commodity, and supply chain disruptions. These interventions ensure affordable goods, stronger industries, wider markets, and resilient supply chains that empower MSMEs and protect consumers nationwide.

The policy component drives data-based strategies to improve logistics, wholesale, and retail efficiency. Key efforts include the National Logistics Strategy and Investment Plan, Section G: Job Blueprint, and support for laws like the Retail Trade Liberalization Act. The team develops tools like the Supply Chain Index, issues bulletins, and provides technical inputs to ensure evidence-based, nationally aligned policies.

The Logistics Investments/Infrastructure project promotes and facilitates investments in key logistics sectors like cold storage, shipping, warehousing, and multimodal transport. It prepares investment prospectuses, engages investors, and supports PPPs to address bottlenecks. Aligned with regional priorities and supply chain needs, the project drives competitiveness and regional integration through technical and policy support.

SCLG strengthens market linkages for farmers and MSMEs by connecting them with institutional buyers, food terminals, and trading posts. The group works with regional offices to drive digitalization, improve logistics access, and link cooperatives with technology providers and logistics companies. These efforts ensure efficient operations, wider market reach, and sustainable impact through collaboration with public and private stakeholders.

The Skills Workforce and Development initiative strengthens logistics and supply chain capabilities through partnerships with government, industry, and academia. It delivers specialized modules, targeted training via the SCLC, and promotes e-learning to expand access to upskilling. This approach bridges education and industry needs, ensuring workforce readiness for evolving sector demands.

The Project Streamlining initiative, aligned with LSPH Commitment No. 4 and the Ease of Doing Business Act, promotes standardized, efficient permitting for logistics. Its first phase mapped permits, licenses, costs, and processes across six subsectors—warehousing, cold storage, customs brokerage, shipping, trucking, and freight forwarding—to identify bottlenecks and guide regulatory reform and digital transformation.

The Supply Chain and Logistics Group (SCLG) is advancing digitalization to make Philippine logistics more efficient, cost-effective, and transparent. Through interoperable systems, real-time tracking, and regulatory reforms, SCLG streamlines operations across shipping, ports, warehouses, and trucking. These innovations reduce delays, empower MSMEs, and ensure goods are delivered more affordably and reliably.
